Dominic Garcia
After graduating from Oakland University with a Master's Degree in Finance, Dominic began his career with a concentration on comprehensive wealth management. He furthered his education at Walsh College by completing courses in risk management, investment analysis, income tax, estate planning, and retirement planning.
He has achieved the designations of Financial Planning Specialist and Chartered Retirement Planning Counselor™ through the College for Financial Planning. In addition, he has completed the education requirement for the CFP®. And in 2025, he was presented with his eleventh Five Star Wealth Manager Award as announced in Hour Detroit, The Wall Street Journal, and Forbes magazine.
The creation of Rochester Wealth Strategies came from a desire to build a culture that was truly dedicated to clients and the community. Though grateful for the 11 years he spent as a Vice President and Senior Portfolio Manager for his previous firm, Dominic wanted to establish a client experience that was more personalized and one that differentiated itself from the industry. Today, he works side-by-side with his clients to help them create roadmaps for retirement, in addition to providing income and legacy planning thereafter.
The opportunity to live and work in Rochester has created a passion towards supporting the local community. Dominic is an active member of the Rochester Chamber of Commerce and the Rochester Downtown Development Authority. His local involvement continues as he taught Chess at the Rochester OPC (Senior Center) and as a parishioner of St. Irenaeus Catholic Church.
On a personal level, Dominic is married with four children. During his free time, he loves teaching his children any new hobby; especially fishing, skiing, and basketball. Whether he is biking on the Paint Creek Trail, hanging out in the Rochester Municipal Park, eating at Rochester Mills, or trying to fit in play structures at Rochester Play, you will usually find him around town with his family.

Julie Lobaza

Over the past two decades, she has helped businesses thrive by combining technical acumen with strategic financial insight. Her career spans a wide range of expertise, including IT solutions, financial software systems, and enterprise-level data management which has equipped her to deliver measurable impact in both the corporate and financial sectors.
As a seasoned entrepreneur, Julie has successfully owned and operated several businesses, gaining firsthand knowledge of the financial challenges and opportunities facing business owners. This experience has been instrumental in co-founding and growing Rochester Wealth Strategies, where she applies her analytical background and financial expertise to deliver personalized, results-driven wealth management solutions.
Julie holds the Accredited Wealth Management Advisor™ designation, deepening her proficiency in advanced tax strategies, retirement income planning, and wealth transfer for high-net-worth individuals. She specializes in advising business owners on succession planning, tax mitigation, and comprehensive retirement strategies, ensuring they are financially prepared for every stage of life.

Her most memorable trips were to Spain, Iceland, Colorado, and California where she went hiking and camping with family and friends. She loves volunteering for Leader Dogs for the Blind and is currently hosting a retired Leader Dog Mom. She also sits on the board of directors for Rochester Chamber of Commerce, Rochester Regional Chamber Foundation and Neighborhood House, and is actively involved with the Auburn Hills Chamber of Commerce.

Xenia Woltmann
Xenia began her career in finance in 1997 after attending Wayne State University. She quickly realized her desire to help others and soon advanced to becoming a licensed financial specialist. After strengthening her knowledge in wealth management for over 25 years, she was excited to join Rochester Wealth Strategies with an experienced and motivated team that is committed to putting clients and the community first.
As an Accredited Wealth Management Advisor (AWMA®), Xenia specializes in advanced planning strategies to help clients navigate through retirement income, legacy enhancement, and tax mitigation. She has received numerous awards, including multiple years as a Five Star Wealth Manager. Most recently, Xenia obtained the Investment Adviser Certified Compliance Professional (IACCP®) designation; which is an incredible honor in our field as it is focused on helping our firm uphold some of the highest ethical and professional standards.
Xenia is grateful for the relationships she builds, celebrating wins and sharing in trials. She realizes that each client has a unique financial situation that requires an equally unique strategy to meet their goals. She works hard to understand every aspect of her clients’ financial picture to ensure that they do not suffer unintended financial consequences. Carla Jarmon
Carla joined our team in 2022 as a Client Service Specialist. She has over 20 years experience in customer service and operations management. Despite a change in roles from her previous position, her core values matched perfectly with those of our team and our clients.
Carla's most recent accomplishment was achieving the Wealth Management Specialistâ„ designation, allowing her to obtain a higher level of expertise in regards risk management, investments, insurance, tax, retirement, and estate planning issues.
Carla has a strong work ethic and focuses on integrity above all things. Her dedication, organizational skills, and attention to detail, ensures that clients are receiving the best experience.
Carla and her husband have two adult sons and two dogs. She loves spending time with her family and friends at their cottage on Sage Lake. She enjoys boating, hunting, baking, and is always up for a good card game or puzzle.

Dr. George Yang
George has become a thought leader in our industry. He is well-respected among his peers as he has built extensive knowledge in quantitative investment strategies, risk management research, and portfolio management. In addition to obtaining his Ph.D. in engineering from Cornell University in 1997, he also received an MBA of high distinction from the University of Michigan with a concentration in finance. Back in 2011, George presented as an industry expert on the topic of "The ETF Revolution & Active Portfolio Management" at University of Michigan Ross School of Business. His work has been published in peer reviewed academic financial journals and he has authored numerous research white papers that have won investment industry awards. He has also spent time as an adjunct professor at Walsh College teaching graduate level investment courses. After 10 years as Co-Chief Investment Officer and Head of Research / Portfolio Management for Flexible Plan Investments (a firm which managed over $2 billion in assets), he went off on his own to become a quantitative research consultant.
His most prestigious designation, and by far the most difficult to achieve in our industry, is the Chartered Financial Analyst. In addition his CFA, he also hold the Financial Risk Manager (FRM) and Accredited Investment Fiduciary designations (AIF).
Prior to his years in the financial industry, George had a 10-year engineering career where he developed various analytical models for the automotive industry, lastly with General Motors. Early on, he was also the winner of the Henry Ford Technology Award from Ford Motor Company.
His desire to join Rochester Wealth Strategies came from a firm belief in a disciplined process of wealth management that aligned well with the our approach. He maintains a great interest in establishing a superior client portfolio track record and felt that this would be the ideal place to help achieve that.
George has lived in Michigan for over 25 years. He enjoys traveling, reading, and spending time with family. He currently resides in Rochester with his wife and one son, while his other other son is away pursuing a Ph.D. degree in electrical engineering at Purdue University.

Mike Skoric
After earning a Bachelor's Degree in Finance from Walsh College and an MBA from Wayne State University, Mike started his career in finance as a credit analyst with NBD Bank. He eventually joined Huntington Bank where he moved to the Private Banking Division and assumed the role of Portfolio Manager, while also assisting with equity research analysis. Soon thereafter he successfully completed a three-year study process that resulted in earning the prestigious Chartered Financial Analyst (CFA®) designation.
Mike joined Comerica Bank and its Wealth Management Division in 2003, where he dedicated the next 15 years. As Senior Portfolio Manager, he managed investment portfolios for high net worth individuals and institutional clients. Over time his responsibilities expanded to manager of Comerica's small-cap, mid-cap, international, and emerging market strategies.
With a commitment to enhance the research and optimize the portfolio management capabilities of our firm, Mike spends his days as our Senior Portfolio Manager. He also spends time as an Adjunct Professor at Walsh College where he teaches courses in finance and investment management.
